Grand Jury Declines To Indict Deputy In Fatal Courthouse Shooting

A Cuayhoga County grand jury has declined to indict the Franklin County sheriff's deputy who fatally shot a teen boy during a scuffle outside a juvenile courtroom. 

Cuyahoga County prosecuted the case of Richard Scarborough after local prosecutors recused themselves due to potential conflicts of interest. Scarborough killed 16-year-old Joseph Haynes in January after an altercation while escorting the boy and his mother from the courtroom.  The family says Haynes became upset when the deputy threatened to arrest him at the end of a hearing.
