Judge Blocks Enforcement Of State Provisional, Absentee Ballot Rules

Republican Ohio Secretary of State Jon Husted says he'll appeal a federal judge's Tuesday ruling blocking rules for how thousands of absentee and provisional ballots are counted. Advocates for the homeless and the Ohio Democratic Party sued over the changes approved by lawmakers in 2014. They say the rules rules unconstitutionally created hurdles for voters, particularly minorities. Judge Algenon Marbley blocked Husted from enforcing rules requiring certain information on absentee- and provisional-ballot forms be complete and accurate.
