Ohio Democratic Congresswoman Marcy Kaptur is making waves by linking women's clothing to sexual harassment.
"Politico" reports Kaptur told colleagues this week the revealing clothing worn by female staff members invites harassment. Kaptur made the comment while pressing for a dress code on Capitol Hill during a caucus meeting. Kaptur later issued a statement to clarify that women aren't to blame for lewd treatment, but rules of decorum are necessary.
