Cuyahoga County Prosecutor Bill Mason says Cleveland police officers followed department policy and were justified in fatally shooting a man who killed his estranged wife and two of his daughters at a restaurant last April.
Mason says a review of the death of 51-year-old Kevin Allen by the Ohio Attorney General's Bureau of Criminal Investigation has been completed. Police say they shot Allen when he brandished a loaded shotgun.
