SUPCO Orders Fracking Ban Back On Youngstown Ballots

The Ohio Supreme Court has ruled an anti-fracking measure in Youngstown must be put back on November ballots. The justices say  the Mahoning County Board of Elections lacked the authority not to certify the "Community Bill of Rights."  Board members said they based the decision primarily on a court ruling last February  that the home-rule powers of cities do not grant local governments the power to regulate fracking. The group called FrackFree Mahoning Valley placed the same proposal on Youngstown's ballot in 2013 and 2014. It failed.  Similar charter amendments in three counties were decertified by Republican Ohio Secretary of State Jon Husted.
