Think Tank Says Report Shows Costs Of Educating Poor Students

An education-funding think tank is releasing new district comparisons it says more accurately reflect the costs of educating poor students. The analysis by the Education Tax Policy Institute suggests state dollars in Ohio's highest poverty districts are not going as far as the state says they are.The study was conducted at the behest of the Ohio School Boards Association and the Buckeye Association of School Administrators. The study challenges the "apples to apples" comparisons the Ohio Department of Education calculates to reflect each district's concentration of special education, limited English-speaking and low-income students. The study shows Ohio's urban districts received an average of 14 thousand 200 dollars per pupil in fiscal year 2011. The state says that amounts to slightly more than 10 thousand per pupil when adjusted for inflation and other factors, while the institute says it amounts to nearly 86 hundred dollars per pupil.
