Cleveland Mayor Frank Jackson says he welcomes a Justice Department investigation into alleged excessive use of force by police. Jackson says deadly force incidents fell from 37 shootings in 2006 to 14 last year. Police will be working under a new policy limiting chases to two cruisers, and allowing pursuits only if the fleeing suspect was involved in a violent crime. Police union president Jeff Follmer is critical of the new policy.
The policy was drafted in response to the November 2012 police chase and shooting that killed two unarmed African-Americans - a case that sparked the Justice Department probe. The case that sparked the deaths of Timothy Russell and Malissa Williams will be reenacted by state criminal investigators this weekend.
