Feds Say They Must Approve Power Purchase Agreements

The Federal Energy Regulatory Commission says the controversial power purchase agreements allowing two Ohio utilities to impose short-term rate increases cannot take effect until the agency approves them. The state's deals with Akron-based FirstEnergy and Columbus-based American Electric Power are the subject complaints filed by competitors, who have joined opponents in calling them illegal power plant bailouts. The state approved the deals last month.
