Ohio State University says it will completely cover tuition and fees for low- and moderate-income students at its Columbus campus starting next fall. The plan to help 35 hundred in-state students will cost more than 11 million dollars. Those students who qualify for Pell grants will receive an OSU aid package to cover the left-over costs. Some of the money comes from the school's partnership with two private energy companies to run the campus' electrical systems.
