Former Republican State Representative and current senate candidate Gene Krebs is calling for the creation of a state fund to help counties boost employment, fight opioid abuse and cover basic expenses. Krebs cites a Center for Community Solutions study released in 2016 showing small rural towns are disproportionately poor and undereducated and pay high relative costs for crime and disability. The fund would be assessed regularly and expire after 10 years.
