Monitor Critical Of Cleveland Police Handling Of Citizen Complaints

The city of Cleveland is vowing to revamp its system for investigating citizen complaints against police.  The federal monitor overseeeing the city's consent decree with the Justice Department recently cited complaint resolution as an ongoing problem. The report is the first since a judge approved the monitoring plan spelled out in a consent decree signed last year after the feds alleged officers engage in a pattern or practice of using excessive force. The city's response includes a recognition that fair investigations of citizen complaints are a critical part of reforms in the decree.
