Panel Recommends No Death Penalty For Mentally Ill Offenders

An Ohio Supreme Court committee examining capital punishment wants lawmakers to debate whether the death penalty should be off the table for offenders with serious mental illness. That has long been a factor in deciding whether someone should be executed, but the new proposal deals with eliminating it before a person is charged.
