A Franklin County judge has ordered a Whitehall School Board member to pay a 3-hundred dollar fine for carrying a concealed handgun without a permit in a city park last August.Prosecutors say 21-year-old Brandon Howard was attending a National Night Out event when fellow school-board member Mike Adkins told officers Howard was carrying a gun without a permit. National Night Out is an anti-crime event.
