Third Expert Report Says Police Killing Of Tamir Rice Was Justified

A third expert on police use of force concludes the white Cleveland officer who killed a 12-year-old African-American boy carrying a pellet gun was justified.  The report by retired Florida police officer W. Ken Katsaris comes as a grand jury hears evidence on whether Timothy Loehmann should be charged criminally in the death of Tamir Rice in November of last year.  The ex-officer says Loehmann perceived a threat. Two other use-of-force experts hired by prosecutors also concluded the shooting was justified.  The Rice family and a group of clergy led by the Reverend Juwanza Karriem Colvin are calling for a special prosecutor to take over the case.

The call follow comments from Cuayhoga County prosecutor Tim McGinty suggesting Rice's mother has "economic motives" for his removal and her representatives are attempting to manipulate the media.
