Columbus City Council last night rejected placing on the May ballot a plan to expand the panel and create district or ward representation.

A citizens' group for the third time is proposing a ballot issue changing Columbus City Council from an at-large election system to a ward system. 

Columbus City Council last night formally approved placing on the August ballot a measure asking voters to change the panel's make-up from from seven members elected at-large to 13 members, 10 of whom would be elected from wards.
