Columbus, OH – A conservative think tank that opposes gambling says it suspects the backers of a ballot issue to build a huge casino in southwest Ohio are working on a sneaky plan to break the promises they're making to voters - that the casino will share hundreds of millions in tax revenue with all 88 counties.
