Franklin County officials say a technology upgrade planned for the 911 dispatch center will allow residents in the future to seek assistance by text or video message. Sheriff Zach Scott plans more than 560-thousand dollars worth of updates to help speed response times in emergencies. County commissioners are expected to approve the plans today. Money for the upgrades comes from the county's share of the statewide wireless 911 fund.
