The union representing the majority of the state work force wants to absorb 600 state government management analysts without their approval.Those employees are now exempt from the union and not required to pay dues. The Ohio Civil Service Employees Association informed the Office of Collective Bargaining of the proposal. The collective-bargaining office, which is part of the state administration, agreed to the union's request. Some of the employees will be added to the union rolls, while others will remain in management, depending on their duties.
