A federal district judge has dismissed a Franklin County jail inmate's claims that guards used excessive force when shocking him with a taser at the jail and later at a hospital.The allegations by Michael Reed were among several claims of unconstitutional use of tasers brought in the past two years by jail inmates. Reed claimed deputies improperly used a taser when trying to remove him from his cell for a medical appointment following a seizure in 2009 and later in the day at a hospital. The judge says guards responded appropriately and claims of excessive force are not backed up by video evidence. Reed's attorney plans to appeal.
