The Ohio House Finance Committee has approved Republican Governor John Kasich's proposal to raise 1.5 billion dollars for state highway projects through Ohio Turnpike bonds. A floor vote could come today. Minority Democrats unsuccessfully offered a series of amendments putting in writing Kasich's pledges to freeze tolls for short-range trips and to spend 90 percent of the deal's proceeds in northern Ohio. The administration says placing precise spending targets in the law would limit flexibility.
