Deal Reached In Cleveland Schools' Plan

Cleveland City Schools officials and the teachers' union have reached a tentative agreement on the district's sweeping turnaround plan. The deal covers their respective roles in the plan. District officials say the plan makes teacher performance a main factor in pay raises and layoffs and would create a longer school year. Details will not be released until the school board and the union ratify the agreement.
