State lawmakers have introduced a bipartisan proposal aimed at curbing Medicaid costs. The measure offers broad ideas with few details, while neither expanding Medicaid nor cutting beneficiaries. The proposal instructs the state's Medicaid director to limit the growth of program costs in way that would improve the physical and mental health of recipients. Other changes include removing barriers that impede a beneficiary's ability to transfer to lower cost services. It also creates a Medicaid oversight committee. The measure was introduced after majority Republicans in the legislature balked at GOP Governor John Kasich's Medicaid expansion plan.
