Ohio State University will pay 12.8 million dollars to a church adjacent to campus in exchange for the congregation agreeing not to develop student housing. St. Stephen's Episcopal Church, which has been operating since 1928, had been working with a developer on an apartment building that would have accommodated 280 students. University officials say the project did not fit with zoning laws and would be an aesthetic detriment.
