Nearly non-existent voter turnout is leading to calls to scrap Cincinnati's non-partisan mayoral primary. Less than six-percent of the city's registered voters chose to cast ballots Tuesday, leading critics to question whether the 400 thousand dollar cost was worth it. A proposal to create a winner-take-all election in November would require voters to approve a change in the city's charter. So far, no formal proposal has been made. City Council member John Cranley and Vice Mayor Roxanne Qualls were the top vote getters in the primary, and will face off in November.
