The city's Vehicle For Hire Board has approved allowing cabbies to charge 50-dollars to drunken passengers who vomit or relieve themselves in the backseat. If a passenger refuses to pay, the driver can call police. Cab company owners say drivers lose time and money cleaning up their vehicles, and they deserve to be compensated.
