Kasich Signs Mid-Biennium Review

Ohio Governor John Kasich has signed the midterm budget bill that includes several policy changes. They include doubling Ohio's earned-income tax credit from 5 to 10 percent for low-income taxpayers, increasing personal income-tax exemptions for residents making under 80 thousand dollars a year, and accelerating a planned income-tax reduction.

The bill also puts lawmakers in charge of 300 million dollars set aside for unplanned Medicaid expenses, and specifies how certain mental-health and addiction treatment funds will be spent. Democratic gubernatorial candidate Ed FitzGerald says the bill does little to restore cuts to local governments and schools.
