The City of Columbus is asking a court to order the closure of a Hilltop apartment building that police say is a haven for prostitution, drugs and other crimes. The city says Gordon Rankin, who owns the building on Sullivant Avenue near Westgate, has not taken sufficient steps to curb the problems.
