Senate Considering Plan To Ban Executions Of Mentally Ill Inmates

The Ohio Senate is now considering a proposal banning the execution of mentally ill killers.  The measure is among the recommendations from a state task force studying Ohio's capital punishment law.  The bi-partisan measure would prohibit the execution of those who had mental illnesses and were significantly impaired in their ability to fully understand the crimes committed.
