A federal judge says Cleveland and the American Civil Liberties Union of Ohio on Friday reached a settlement in a lawsuit over the city's rules governing protests and marches during the upcoming Republican National Convention. A different judge on Thursday ruled the city's regulations would unconstitutionally infringe on freedom of expression. He ordered both sides to negotiate a settlement with another judge who would act as mediator. The ACLU sued on behalf of two groups planning protests and rallies in Cleveland during the convention and a homeless advocacy organization.
