Sheriff's Captain Allegedly Used Pepper Spray On Restrained Inmate

Dayton police are investigating a deputy sheriff's use of pepper spray on a restrained inmate at the Montgomery County Jail. Captain Judith Sealey is administrative leave. Sealey is seen on a jailhouse video blasting a female inmate with pepper spray while the inmate is strapped into a restraint chair. Police will also investigate the apparent theft of the video and records of the incident.
