The U.S. Occupational Safety and Health Administration says an overloaded crane is to blame for a downtown Cleveland construction accident.

Donley's employees loaded too many steel beams on the crane in October, causing the load to crash onto a parking garage under construction.  The company was fined nearly 40-thousand-dollars, but is allowed to appeal.
