An attorney in Scioto County has been charged with human trafficking.
74-year-old Michael Mearan is scheduled for arraignment today on human trafficking, racketeering and related charges. He previously denied involvement. But after more than a decade of his alleged victims telling their stories to federal authorities, the former Portsmouth City Council member was arrested last week.
