Trooper Fired For Actions Following Traffic Stop

The State Highway Patrol has fired the trooper who was involved with a traffic stop on I-71 in Delaware County last year in which an intoxicated man was later killed. An arbitration hearing is pending for 38-year-old Sean Carpenter, who is challenging his dismissal. Carpenter was convicted of dereliction of duty for failing to arrest 22-year-old Uriel Popoca last July. He was left at a restaurant by Carpenter and two sheriff's deputies. He spoke Spanish and very little English. Popoca walked away from the restaurant and was struck and killed by a passing motorist. Delaware County Sheriff's officials fired deputies Derek Beggs and Christopher Hughes in February.
