The driver of a vehicle that hit a bicyclist in Norwich Township and fled the scene in 2013 pleaded guilty yesterday to a pair of criminal charges. Prosecutors say 43-year-old Randall Pennington struck 45-year-old Brad Young on Dublin Road, causing serious injuries. Sentencing is scheduled for April 24.
