The 6th U.S. Circuit Court of Appeals in Cincinnati has ruled Republican Ohio Secretary of State Jon Husted is not personally liable for enforcing a law found to be unconstitutional. The court reversed an earlier ruling that rejected Husted's immunity argument. Three nonprofits successfully challenged a 2013 law requiring petition circulators to be state residents. A judge struck down the law last year, saying Husted was personally liable for damages.
