Developers are scaling back a proposal to build a large apartment complex near the Ohio State University campus that drew complaints from neighbors.An attorney representing the developers of Pavey Square on North High Street say a new plan for the site will no longer require tearing down eight buildings. The original plan included a 10-story apartment complex with 145 units. The updated plan calls for an eight-story apartment building with 79 apartments. Some residents said the project would change the character of a neighborhood filled with century-old houses.
