Franklin County EMA Director Placed On Leave

Franklin County Emergency Management and Homeland Security Director Mike Pannell was placed on leave yesterday amid a misconduct investigation. County officials have not disclosed the nature of the allegations.  Pannell was suspended in 2014 for bad-mouthing an employee.
