The City of Columbus is spending 95 hundred dollars to have researchers at Franklin University conduct a study of the feasibility of creating a municipal identification program.

If the program is enacted, the city would issue ID cards to residents who have trouble obtaining traditional identification such as a drivers' license. Several social service agenies says such people are primarily low-income and need an ID to get a job and housing. An organization called J.O.I.N. provides emergency services to the needy under the auspices of the Columbus Catholic Diocese. A spokesperson told City Council this week the organization has spent 45 thousand dollars this year helping nearly 15 hundred people with their ID paperwork.

The study will analyze best practices and options in place in other cities. It's not clear when the study will be completed.
