A former FranklinTownship police officer has pleaded guilty to charges of kicking a handcuffed suspect in the head last year.
Sentencing is pending for 49-year-old Robert Wells, whose actions in the May 1 incident were captured on cellphone video. Wells later resigned. His attorney says Wells didn't realize Anthony Foster was being handcuffed.
