The Franklin Township police officer captured on video kicking a handcuffed suspect has resigned.
Robert Wells was placed on administrative leave after the video of the May 1 incident was posted online. The video shows Wells kicking Anthony Foster Junior during a traffic stop. Wells was fired from the Pataskala police department after using excessive force against a man in 2002.
