Upper Arlington City Council last night approved a measure banning texting while driving.The measure makes texting while driving a primary traffic offense. The ban takes effect next month. Supporters say the measure will improve safety, while critics call it too broad and intrusive. The ban is similar to those enacted in Columbus, Dublin, and other Ohio cities.
