Franklin County officials have fired the director of the county dog shelter amid complaints that the facility has euthanized too many dogs, abuses animals, and is mismanaged. 46-year-old Joe Rock took over in 2011 and was placed on paid administrative leave earlier this month. An investigation of the complaints continues.
