Report: Youth Prison Guards Using Force Against Inmates More Often

A new report by a legislative watchdog for state criminal justice programs shows guards in youth prisons are more often resorting to force to control inmates. The report by the Correctional lnstitution Inspection Committee shows use-of-force incidents rose by 11 percent last year, to an average of six  per offender. More than 27 hundred incidents were recorded - more than one thousand of them at the Circleville Juvenile Correctional Facility, where the most-serious offenders are housed. An average of nine per offender occurred at Circleville last year. The Ohio Department of Youth Services says force is used primarily when responding to acts of violence.
