Issue 2 on this November’s statewide ballot would make it harder for any group to create a new tax rate or monopoly through the constitution, but opponents say it puts up too many hurdles between citizens and the ballot.

While Issue 2 is specifically written to trump Issue 3, the marijuana legalization effort, Democratic Representative Kathleen Clyde of Kent fears Issue 2 puts other future issues in jeopardy such as a pro-collective bargaining issue or a raise the wage initiative.
“There’s a whole menu of options that this amendment could potentially strike down,” said Clyde.
Under the new system, voters would see two separate issues for any ballot initiative that’s deemed to come with an economic benefit; one to lift the prohibition on a new tax or monopoly, and the other to approve the actual issue.
