Sources: Four City Council Members Subject Of State Ethics Probe

City Hall sources tell WCBE the Ohio Ethics Commission is investigating Columbus City Council president and mayoral candidate Andy Ginther and three other current or former council members for a lobbyist-funded trip they took to the Big Ten Championship game last December. Ginther, Eileen Paley, Shannon Hardin and former council member Michelle Mills have been asked to submit records of the trip. Yesterday, Ginther announced the city will enact new ethical guidelines for elected officials. Mills resigned earlier this year for failing to disclose the trip on financial disclosure forms.  The trip was paid for by lobbyist and Ginther friend John Raphael. Last week, Raphael agreed to plead guilty to extortion in the Redflex red-light camera scandal. Ginther is running for Mayor against fellow Democrat Zach Scott.
