Columbus taxpayers will be on the hook for the fire division response to a blaze at a recycling plant last year. The Columbus City Attorney's office recently settled with the owner of Phoenix Recycling, ordering him to clear materials from his other sites in the city. The city can't recoup the costs of battling the May 2015 fire because no hazmat teams responded and there were no code violations at the plant.
