An outside consultant recommends reforms in University of Cincinnati police practices that include updated training, policies against biased policing and more monitoring. The monitoring and compliance firm Exiger was hired as part of an overhaul of the UC police department following the slaying of an unarmed black motorist by a white officer last year. The report says police shouldn't use traffic and pedestrian stops as a crime fighting tool.
