The state has charged the former Sebring water plant manager with failing to alert residents after high levels of lead were detected last summer. James Bates is charged with failing to give a timely notice of test results. Sebring came under scrutiny in January when schools closed and pregnant women and small children were warned not to drink tap water. Bates was fired soon after. Two Ohio EPA employees also were fired for mishandling the situation.
