Family Of Teen Killed By Local Deputy Files Wrongful Death Lawsuit

The family of a 16-year-old teen shot and killed at the Franklin County Courthouse by a deputy has filed a wrongful death lawsuit against the deputy, the county and county commissioners. 

The family of Joseph Haynes alleges sheriff's office policies and training are reckless and dangerous. Haynes was shot and killed in 2018 by deputy Richard Scarborough during an altercation. The family says Haynes had passed through metal detectors, was unarmed, and was never a threat. The defendants have yet to comment. A grand jury last year declined to indict the deputy.
