The group that investigates complaints against Cleveland police says officers improperly held Tamir Rice's sister after the black boy's 2014 shooting death at the hands of white officers.
Civilian Police Review Board chair Michael Graham says the panel has recommended a six-to-ten day suspension for the on-scene supervisor, Sergeant Janell Rutherford:
Graham says Tajai Rice tried to help her brother after he was shot. But she was tackled by police, handcuffed and locked in a cruiser for more than an hour. Police Chief Calvin Williams will decide what if any discipline Rutherford will face. Samaria Rice, the children's mother, calls the possible suspension "pitiful" and "just another slap in the face."
